According to this EU document ADS-B will become mandatory within EU from 2015/2017.

4. Operators shall ensure that:
(a) aircraft operating flights referred to in Article 2(2) with an
individual certificate of airworthiness first issued on or after
8 January 2015 are equipped with secondary surveillance
radar transponders having the capabilities set out in Part A
of Annex II;
5. Operators shall ensure that by 7 December 2017 at the latest:
(a) aircraft operating flights referred to in Article 2(2), with an
individual certificate of airworthiness first issued before
8 January 2015, are equipped with secondary surveillance
radar transponders having the capabilities set out in Part A
of Annex II;

The new requirements make fitment and operation of approved ADS-B avionics equipment mandatory on, and from, 12 December 2013 for all Australian aircraft operations at, or above, FL 290 (unless CASA has authorised otherwise).
