The case is Chinese government issued new "RADIO REGULATIONS OF THE PEOPLE'S REPUBLIC OF CHINA" with the prohibition on providing radio data(parameters) to overseas organization and it has already been effective on December 1st(Beijing Time). I think the Flightradar24 Box may be recognized as a device risking national security by the government. However, these kind of regulations and laws are still indistinct, which means the use of 1090MHZ is still in a Grey Area.
Volunteers in China are afraid about that (maybe some day police comes......) and some of them suspended their device to prevent from the possibility of breaking laws or regulations. They will not resume the device until it's clear.
Have you ever talked to CAAC(Civil Aviation Administration of China) or other related ministry of China in order to make sure if it is not illegal to do that?
